Not any origin can be imported in China. For the specific case of wet salted skins and hides Chinese government has finalized agreements with few governments. The agreement involves to mutually accept the veterinary certificates and allow the import in the country. Other countries which haven't estabilished such kind of agreement are not allowed to export raw skins to China.

SO WHY MANY OTHER COUNTRIES ARE EXPORTING RAW SKINS TO CHINA? Probably the reason is that they do not really export to the Mainland but to Hong Kong. Hong Kong is a free duty port under chinese jurisdiction. To the delivery to Hong Kong there are not specific restrictions. Anyway, when from Hong Kong the skins are delivered to the Mainland they should travel with the right documents.
